i don't know if anyone else has seen this but in my games...the altarians and torians always seem to be leading the pack they always get the best cluster

I've found it's pretty even over the games I've played. All the AIs get a good cluster eventually...sounds like you've just had a string of bad luck with the Altarians and Torians.
Actually, the Yor had a string of good starts for a while, which has led to my hatred of them. Luckily, my empire is full of people who despise the Yor...
