I think we need to change up a few things. Some of the players that have been gone over a year and have dropped to zero probably should be dropped. That is especially so if they weren't all that active here to begin with. But the original senators (you, Coffeedragon and ebz are permanent) Staffa and a couple others are two.
Kit is also though he wants to stay an overlord because he thinks it's more evil sounding than senator.

I can think of about 10 on our rolls that haven't said word #1 here, submitted one, maybe two games eons ago, and nothing since. Those I would definitely think could be dropped.
Now someone like Kit, or EBZ, or Staffa, or Gerakken that were so instrumental in getting this empire off the ground. No way we're dropping em.
Perhaps also if you've ever made Senator, you should be kept as well.
Well those are my thoughts anyway.
As to the diplos policy. "Active" is one email, or one post, or one game in a 3 month window. Sounds like an activity requirement for advertisement purposes only.
I've always been of the mind of do it right or not at all. So if we're to have such a requirement, lets do it right.
