When building a TS next to an alien system, I use 10 constructors. Five for the base and TS, and five for defensive modules. (I rarely culture bomb) The AI won't question the defensive modules but will be unhappy if you add culture or offensive modules.

MD... Not for the TS itself, but for any other 'ship' in the sector. Another TS would be considered another ship. Same with plain old SBs in the same sector.

Not intentionally, but there is a bug, that allows you to fleet ships with the TS and the TS then moves at the speed of the ships. I believe it's still in existence. But it's so difficult to get to exploit I've only ever gotten it to happen once so I don't bother. The only time I worry about moving TSes is when they are on resources. Otherwise I 5 pack then disband.

Not any more, they fixed that bug. The way you did it was to fleet a ship with the terror star. Then with the TS in the group highlighted, save the game and reload. Then the TS would move the same as the ship. But like I said, they fixed it with 1.19.

Factors on how many exist at the time. And don't forget the $5,000 fee to initiate. I have been ending my games with Alpha strikes. Build 5 constructers per remainig system. Then turn off all production for the required massive bank roll. Destroy all star bases no longer required to reduce costs. Move constructers off port of world. Then strike in one turn. It is such high to pull it off properly. Game over.

ED, I've read that a balance above a certain amount (20K?) gets hit with a corruption penalty of some sort. Is that more or less accurate? At what level? And how detrimental is it to this strategy?

I read that at 25,000 some starts to get taken by crimnals but It is just a percentage, like everything else in the game. I read that it is a sign of bad goverment to have that much in reserve. Didn't notice the effect at all
