Um, Loth is quite a few fine things and we are very happy that one of those things is a Guardian, but Theoden of Rohan is our one an only Emperor. 
Theoden is usually very good at giving recognition to his subjects. I'm sure you will catch his notice soon.

There have been discussions on that topic, and it seems likely. Just haven't gotten around to doing anything about it yet.

With your progress Attila, it should not be long before you are deemed worthy of further decoration. The Yor-enslaver is one of the special awards at the discretion of the emperor, but there are others aswell - so do not despair, your contribution to the empire is valued very highly.
Theoden likes handing out medals anyway - so he usually finds an excuse for an award ceremony quite often. Obviously RL is taking up a lot of his time right now, but the rest of the Guardian Knights keep an eye on the happenings of the empire.
