I may have done. If I did, it was a lie. For example, when I explaining my game strategy on the Embassy forums, it's quicker for me to say, "Use Research Inc" rather than "Download the GalCiv modding tool and create a political party with the following statistics."
My parties aren't particularly optimal - Research Inc probably is better - but the stats are:

On top of that, I give myself +60% diplomacy when using the Orthodox party, and nothing but military bonuses with the Reformed party.
I can win with the first party no matter how bad my starting location. I have yet to win with the second.

Reformed.Nothing stops AI from using this party and since they are all warmongers I am sure they be attracked to this party. Humanity would get not advantage. |

The GalCiv writer gives you a running total of the overall positive / negative rating of a party. The Reformed party gives a smaller positive rating than any of the standard parties.
Based on the fact that they all had massive diplomatic leads over me even after I built Diplomatic Translators, I'd say none of them picked it in the new game I started today. Thanks to Control-U, I was able to determine that I had a great starting spot. The AIs kept declaring war on me, of course, and with all the usual Maso bonuses they were way ahead of me in tech and economy and number of ships, but I was still able to beat them. They were laughing at me because of my low Military Rating, while my superior quality ships pushed them back and made way for me to start conquering their worlds...
I'm now in a situation where I control more than half the galaxy and have Excalibur technology and +380% weapons... It's starting to get a bit boring now. I wish I hadn't switched alliance victories off.
What sort of mods do people most want? My game is now heavily modded for improved game balance - weaker antimatter missiles, bonuses for Galactic Domination Philosophy, a tough defensive craft replacing the Battle Hammer, and the normally worthless social improvements all made better.

Well 1) would require a several thousand percent bonus, I don't think that such a party can be realizable
2) Can be done, you want one, I may be able to build it. Same with 3)

Nice party. There is something in this that annoys me: wep -90. This means that AAM will be severely impacted. Not really good. that why Def and HP were the only impacted stats with research.inc: to be able to have some weapons in diplomacy, even if they are one shot.
