One thing you need to do is watch out for cities that are happy - they have a green face on them. This is a warning sign! Your taxes are too low! You can safely tax people until their happiness is down to 85% or so, though it slows growth a bit.
Send a couple of diplomats around the Mediterranean (on a bireme) and the north, talking to everyone you're not at war with, and make a trade pact.
Build trade buildings, ports and roads to increase trade income, and farms to give you farm income.
Remember, your main expense is unit maintenance. If a unit is keeping order, or is needed for an attack, then that's OK. Otherwise, it's a major drain on your income.
And don't build military structures everywhere. You don't need that many units and can build them from a few provinces.
If things go badly early on, the Senate will help you out.
