Yes, I think that target should be somehow rewarded if we keep hunting successfully hunting them. Since they have played the game as target (since neutralization was possible), they should be allowed to become hunter. That won't prevent them for being targetted by a contract through.
We can also reduce the numer of required neutralizations

okay after reading a few back pages, it seems to me this is being taken a little too far, and the game is still growing, changing, it's still in the experimental phase, probably a little bit too late, but i think we all need to think a bit more level headed.

An observation and a couple of suggestions
First, being a victim doesn't really hurt anyone other than maybe a little wounded pride, right? You can choose to ignore the game, even if the game doesn't ignore you. However, maybe we need to make a list of willing participants and post it so only people playing can be the target of contracts. Opinions?
One problem that we see is that we don't want victims avoiding the forums to avoid targeting. So, why not make the contracts secret. Perhaps set up a Bounty Hunter only forum where contracts can be posted. Create a seperate email account so people can email their contracts to the list (Mace may need to administer this). The contractor may specify terms such as amount of points and duration of contract. Even allow multiple contracts since they will be listed there for the bounty hunters to keep track of.
OK, so how to keep the IBH from running amuck? Well, that's where we come in. How about we Guardians start acting like it and join in the fun. Whenever we see a termination message posted by a Bounty Hunter, we can "arrest" him and confiscate his points. We follow the same rules as contracts. We must be the next post after a termination post (except the "perp" can't count his own posts to protect himself). If we arrest someone, we get the points and the Bounty Hunter can't complete another contract for at least X amount of time (2 days? 1 week?). Also, (more work for Mace) keep a record of number of arrests for Bounty Hunters (bad for them) and for Guardians (good for us). Finally, should a Guardian be the target of a hit, he can not be the arresting Guardian for his own "hit".
Advanced rules - A Bounty Hunter may avoid arrest by naming his contractor. The Guardians then have 48 hours to arrest him. The Bounty Hunter then does not get an arrest credited to him or need to wait out the arrest time, but still forfets the points to the arresting Guardian (States Evidance )
