AP Forcing Enemies

For some reason I am now forced to have three enemies at all times in AP. I cannot select only one. I can select more than one when I start a new game, but not less than three.

I've tried creating a custom map. I've tried using a random map. I've tried turning on and turning off minor races. What's the deal? I don't remember being required to face three enemies no matter what!
