Need help with Altarian Prophecy Mission 6

I'm playing the campaign on challenging, everything went pretty good but now I'm stuck in mission 6. If I try to play for a cultural victory one of two things happen. The Torians attack and squish me.
Or because of my high diplomacy I can keep them happy. But then they have a much higher population and growth. And my morale starts to plummet, I guess they are destabilizing me.
Does anyone have any tips for this mission?
