In the diplomacy screen, if you press the button in the center (it has a picture of a flag) it lists three things, one of which is 'Diplomatic Evaluation'. It only seems to say 'They think we're practically gods.' and one other message, something about if we say this isn't the robot, they'll nod their heads and say this isn't the robot.
Has anyone gotten any other result, like something negative? And does this indicate there is some sort of bonus or penalty to diplomacy at the time?

as I could experience so far (being fresh flesh to GalCiv) these indicators show how your civ is reputated in their eyes and whether they take you serious or not. Depends also on the difficulty level and diplomatic skills.
Guess it reflects the startup-settings as well, seems they´re quite dump - however they love you like hell hehe... I would suggest: Ally with them, these are your personal slaves

The diplomatic evaluation explain you if your are at advantage or at disadvantage on the bargain table. It is based on the diplomatic bonus of each side. The bonus depends of AI setting (more intelligent AI have greater bonus), the political party, the picks choosen, the bonus associated with some trade goods as well as tech that improve diplomacy.
BTW, have you watched the color of the proposed bargain to know if it will be accepted or not?

Your are right. There is only one level higher in diplomacy: the jedi mind trick
If you want negative evaluation, start a game without taking any diplomacy picks, and don't research tech that give diplo bonus (you still need universal translator tech to be able to speak with them)
You can check their diplomacy bonus if you have invested enough money in spying
And here is what can be found in the english.str file about the various levels of diplomacy ratings:

I've always wondered what the "Military Evaluation" section refers to. It doesn't appear to be related to military strength, but something that is set for each race at the beginning of the game and remains the same throughout.
