Transport Bug???

I sent two fleeted transports (that both made up 2000mil troops) to an enemy system and selected normal tactics. When I had entered it said I attacked with 2000 mil troops but after I captured the system with the two fleeted transports there was one full transport left outside.
Is this a bug in the game?

That is no bug. There were just enough troops left for one transport, who haven't been killed (1000 mil in this case).

yep NO BUG one transport did the job
