Game slowsdown during combat.

Whenever I see combat on the full-screen map, the game slows down. This happens to varying degrees, from a minor slow down to something approaching a full stop. This happens no matter the size of the galaxy or the number of ships, about 90% of the time. I mean that this will happen even if it is my survey ship in the first few rounds blowing up an enemy colony ship, or I happen to see an alien killing another alien. I can hit the window key and the start menu will pop-up AFTER the combat suddenly starts again at full speed and once the combat has ended, the start ment pops up. Then I can restore Galciv from its minimized state.
I have tried all of the fixes I've seen. I've updated my video and audio drivers and codecs, I went to Rad tools to reset the bink files, I've tried turning off my hardware acceleration (that made it worse; it would stop, and hitting the window key only advanced the frame by one). I've turned off sound and removed the sound files. The only thing that works is turning off ship battles. But, I want to see them.
I have an Intel Pentium 4, 3.4 GHz with 1 GB ram. DirectX 9.0c, Intel Express Chipset video card, Windows XP home edition. Galciv V1.22. Most recent video driver for my Intel card.
Please, if anyone has a solution that lets me get the whole value of the game, speak up. One note: looking at the debug.err file, I can see that the following message pops up whenever I have the problem.
Debug Message: Lock: Surface is Restored.

This is a known unfixed bug. I happens not only with Intel grafics but with Nvidia and ATI as well.
Developer told us that it is a pain in the ass to maintain the machine code written grafics which where written from a guy who is not working for Stardock anymore. By the way, GC2 has a completely new grafics engine and seems not to have these kind of problems any more.
You don't need to switch off battles. It is enough to switch off the explosions.
