how do i make a mod?

i've been looking through the past posts an i would like to make some mods of my own how do i go about doing so?
(i wanna replace the alien pics with pics of my kids)

thanks for responding but the mods forum tells you about downloading mods but not about makeing them

I really would like to make a mod too, i got some map editing software for halo. but i cant find anything for gal civ.
