As you can tell i am clueless about most things in the game Now I have almost everything down except alliances. Plzz tell me how to set them up in DETAIL. I say that cause on 1 game someone told me 2 click on the blue button and press start. So plz and I say again PLZ help me with alliances.

That's what you need:
1) Both, you and the aliens need to have the tech "Alliance"
2) Your relationship needs to be in one of the two next highest categories (I think it is "Close"). You can get a better relationship via similar alignment (especially good AIs love the good guys), trade and gifts. With big gifts you can climb up the relationship for two steps every three month.

When you have reached that you can exchange "Alliance" in the diplomatic screen. Sometimes you need to give some additional gifts to get the color to green.

But why would you like to have an alliance? I do only use it when I want to finish a game via alliance victory.

I too use alliances only when I go for victory. During the game alliances only get you into wars you haven't started.
