Starbase Mod Bug

Don't know if anyone is still reading these posts, but need help with Starbase Mod. The mod file works upto ID 99 but stops working with ID 100. I can switch the IDs and change the 100 to 99 and the 99 to 100 and it will still just works to 99. I have even deleted and totally re-installed the game, but no luck. I thought it would work to at least the default boodend of 140 and I though I could even have more if I increased the bookend, but right now it stops working at 100. Appreciate any help!
