Planets aren't producing

I've been playing GalCiv for a while and have fouynd that some of my planets don't produce. Please tell me why this happens?

Having some of your planets not producing seems odd, unless you are colonizing planets that are less than 15 in planet quality, or your social or military production is set very low. Can you tell the difference between a planet that is producing and one that is not?
