In the planet view screen, what does it mean when some icons are lowered

I am referring to the planet screen that shows the amount you are spending for research, social and military. Sometimes one or more of the icons are slightly lower and smaller than other ones. This must indicate something but I don't know what it is. Any ideas?

Big ones are worth ten small ones.

FWIW, I'd like to see big shiny gold icons which are worth *100*
