If u really need to beat someone build a massive miltary go to war with a civ then when they are (hopefully) weak make peace. Then give them your entire military except for a few ships. It will improve relations and give them a massive maitenance. So if you target there best planets then they can't handle the cost so you can then beat them with a small mitatry.
