how do i start a war between the AIs.

Go to the diplomatic screen with one of them (if you have made contact with them) pick attack, then choose the race you want them to attack. Most cases you'll probably have to pay them or give them a tech or two to make them willing to.

once you convince them to go to war does that mean they will actually start attacking each other or will they sue for peace within a turn or two.

It depends. You can often get a fairly long conflict started.

Even if it doesn't last, it will immediately break off trade between their races, and may force them to start trading with you instead.

I often have to restart a war several times. I try to choose AI's with similar military power (graph on the right) as this will tend to keep them at war longer.

Note that it is much cheaper to pay the stronger military power (check diplomacy screen) to attack the weaker one.
