you place your ships around every one of the ai's planets you wish to wipe-out. then when they are all in place, you attack each colony in the same turn. this will stop you from being counter-attacked, and even if you dont wipe him out, it will severly hurt him
Not only placing your ships around them, but even parking them one sector away can trigger war directly from "Friendly" and without warning. Note that this applies even to a single ship placed on "guard" on *your* starbase. [It does not seem to apply to ships in orbit.]
Thank you i have always wondered what an alpha strike was, ive been doing 'alpha strikes' then since i left normal, at least i have a name for my big pile of ships everywhere i also put ships to destroy the starbases he owns in that same turn as well, depending on how i want to 'cripple' the AI, sometimes if you have 2 AI's who are quite powerfull its good to knock the morale bases out, (the military ones are always top priority so nuff said), then hit all his planets, then ask him for peace, if your military is greater than his than he will agree and you can ask a weighty credit per turn tribute as payment for testing his military . I use that credit income to fund a good war against the second strong AI then.
