Gal Civ keeps changing so the most up to date guides are found picking through the threads - esp. in the strategy section. In the forum part there is a sticky by Frogboy that has useful links. I also like to chat about strategy in the Fellowship of Rings thread in the empire parts of the forum. If you like the discussion in the empire threads, you can always join one. I learned a lot of strategies in empire threads.
