Strategies for civilizations about to collapse?

I'm a relative newbie who just started reading this board a few days ago and I must say that the things I've learned have made me much more competitive (i.e., how to be a tech whore).
One tech trading question: The Yor are about to surrender to the Arceans. I'd like to get as much out of the Yor before they surrender, but I don't want the Arceans to get the techs because, as my closest competitor in this game, I'm weening the Arceans very carefully on tech. So my question is, what happens when one civ surrenders to another? Do they get the techs?
Open-ended main question, what strategies do YOU employ when you know a civ is ready to fold?

Answer: no
Also the Yor may surrender to any empire (yours included) still alive even if only one is attacking.
Another words the Yor might stick it to the Arcean and surrender to you instead.
The Arcean might capture 1 tech for every Yor system they sucessfully invade though.
Finally planets turned by cultural influence do not yield any techs but all social builds are retained as well as population.

And, in fact, there doesn't even have to be anything happening. Races may occasionally surrender out of the blue if they simply think they have no chance to win.
In a recent game of mine, the Yor surrendered to the Arceans after they got surrounded by me and the Torians, even though the Torians were allied, I was Friendly, and we both were trading heavily with the Yor.
