Are there any espionage levels above the high espionage level? Also, what does the creative racial ability do?

Advanced.

So there is low, medium, high, and advanced? Thanks for answering one of my questions. I'm curious as to what the message says once you've reached that level considering when you reach high, you're told that you know some things that even the alien government's top officials don't know.

I guess it it just flavor. I have found that you need advanced to hope to steal some techs. And since espionnage expense is checked against AI population (if I remember correctly) ...

When your survey ship goes over an Unknown anomaly, you have an chance of it boosting your current research project (by 25% of its original research requirement). High creativity improves the chance of this working. It's reasonably useful in Gigantic galaxies where there are a lot of anomalies.

I thought that was the message for 'advanced'? Was that the 'With esponiage spending having run into the trillions...' one?

Perhaps. I couldn't make up my mind definitively whether that message accompanied completion of advanced espionage levels or not. I'll take your word for it though.

Btw, do you have to keep spending money to stay at a given level?

Does espionage give anything else than info? I have never gained anything new after reaching advanced.

I have, on rare occasions, been told that my spies have stolen a tech.

Apart from stealing techs, a good espionage budget will also protect you from war-inducing events. Further it protects you from a Dreadlords/Precursor event that stages up in three (or more) steps, where some strange sect wants to uncover some artifact orb to do something awful. I do not know how this event ends normally, since i got the message (the third or fourth concerning this event) that due to my high espionage among the whole galaxy the leaders of the sect could be exterminated and the threat is ended.
