Weird AI strategy

I played my 3rd game today and won my first after reading a list of what social structures to build on planets I must say it was ALOT easier.
those things should come with a warning.

Anyway the evil drenigens or something like that got an event where all planets in a 2 sector distance got +12 to their planet rating. One of his sectors suddenly had like 2 22 PQ planets and 2 19 PQ and 1 20 PQ planet (the one he originally had in that system) I wanted to jump on it before he colonized it was a sweet looking system.

when I got down there he had colonized them (but still only had like 20 billion pop in the system) so I sent in like 8 transports and ran over him. When I got on the planets (having destroyed only a single structure, I used micro soldiers) the 4 new planets he had all had foundrys building.. what else was on the planets? nothing..

what kind of strategy is that? He wans't bothering with fusion plants, manufacturing centers, etc. Just foundrys..which even with me taking it over showed there being 24 turns left on it... (he only had 1 other system besides this) seemed like a really poor choice in structures. Mind you it was a beginner game.. but even stil

what kind of strategy is that?

I guess that the Drengin were in war preparation and the official order was to build anything that would help ships

Perhaps..but why build foundrys before shipyards, those would come out quicker wouldn't they?
