If I were to focus on a strong economy/trade/diplo strategy and neglect defense techs, can I buy/trade for advanced defense techs from other civs and start building ships right away? Or do I still have to have all the techs beneath it too?
(IE: I get the tech to build Captial Ships from Drengin. Can I start building those ships immediatley, or do I have to also research/aquire the lesser techs like weapons theory/shields/phasers/photons/advanced engineering, etc etc.) ??

You can build the stuff from the tech you got, but not that from inbetween if you dont have that tech.
e.g if they sell you Ranger Tech you can build Rangers. But if you dont have Battleship tech, you cant build Battleships

Ah, so in other words if I only have the Ranger tech and, say, the Phaser tech, I will have a Ranger with Phasers...but still be without Photons, shields, etc.

One important piece of the puzzle ... The AI will not normally trade ship techs to you on your terms. What I mean is ... you will rarely be able to afford it when playing crippling/maso.
On the other hand, the AI will sometimes offer a ship tech for some simple tech like drones or advanced DNA.

I never had that happen in my games where they trade any sort of weapons or ship technology. They want 3 times or more for any of those techs in my games.

I never bother trying to trade for military techs. If the AI offeres a trade that includes a military tech offering to me I will usually take it. My MASO games are not very militaristic (is that a word?)
