Can't research The Better Way and can't build Trade Center?

I don't always The Better Way in the list of techs to research. Do I need a particular alignment in order to research it? I am supposed to see The Better Way after Interstellar Capitalism, and by this point I am usually Pure Good, but sometimes I am not able to research it and therefore cannot build Trade Centers.

Morality is out of 100 (0-49= Evil 50= Neutral 51-100= Good) The better way needs about 90
to find out look in "Domestic" + "Status" i think

Actually the values are
0-39 Evil
40-59 Neutral
60-100 Good

Pure good starts at 80% I think. So you have to have at least 80 to be able to build the Trade Center

Actually Artemis40000 is correct. You need 90 to research "TheBetterWay" which allows you to build the Trade Center. Some of the other "good" techs require lesser morality numbers. (60-90) The same holds true for the "evil" techs. They each have unique numerical threshold (40-10).
