can't reinstall Galciv

When I try to reinstall Galciv, the screen freezes when I press the intall button. I saw on the forum that I can download the full game from Stardock here if I have my serial number, but I can't find a place on stardock to do that.

OK I solved the problem by downloading the game from Stardock using my serial number as I saw somewhere on this forum. But I would like to know why uninstalling the game prevents re-installing it.
