I was playing mission 8 and had explored the whole map and took most of the resources. I had invested a few hours into the game and then noticed starbases popping up owned by my opponent. What was strange was they apeared where there was not a resource. How do you do that?

Check the "Starbase FAQ" message underneath. You can build a starbase everywhere. All you need is a constructor and a hit on the button "Build starbase"
