Although i doesn't it say that you have control of 20% of their satellites or something, shouldn't you be able to see wahts going on in their planets, ships in orbit, buildings, etc.

In my experience, even at max penetration/spending, the stats reported lag by about 2-3 turns. I am not sure what causes this, but it seems to be related to the comparative size of the targeted Empire. Brad reports (in an Encyclopedia article) that Espionage effectiveness is dependent on the size of your Empire vs. the target's.

Sensor Drones are good for this (especially combined with the "Eyes of the World"). You can park them in an out-of-the-way corner and see virtually the entire sector, including what's in orbit within a system.

However, there is no way (afaik) to see what's being produced in an AI system.

once you've seen a planet once, then you can always see what's in orbit for the rest of the game, it no longer even needs to be within sensor range. . .

It's active spending, not the total spending/espionage status, that affects that event, the Calor/terrorists events, and the Dark Arnor events (it may affect the Dreginol/Mithrilar event as well, but it's not as obvious there if it does ot not)..
