Yes, it only moves one space per turn. In future, try to build it near it's intended target(s) if you can - constructors can move a lot faster.
All you do is move it like you would with a ship to attack. When to attack a star with it, the entire star and all planets are destroyed and simply dissapear.
No idea re: good/evil, and I reckon it probably makes the other empires quite afraid of you.
As for what to do about the Arceans, I've no idea really since you don't say what this powerful thing was they found. If you have more constructors and money, you could build another terror star closer to them.

Does nothing to ur morality, destroys star systens nicely and any ships that are orbitting them
the arceans>
start massing up ur transports and ur capital ships
move ur cap ships with ur terror star and the transports behind, when ur in range for attacking (right next to their capital planet) demand tribute from them
and then attack no matter what they do!
i suggest building 1 more, and getting the military bonuses, all of them if possible to help your fleet, remember that TSs are pretty weak by themselves

tfm, I agree, I just built and used a Terror Star on the I-League (Take That! Should have given me what I wanted, you curs!) and it was quite dissapointing. First, there was no cinematic when it was built (like there is for battleships), Second, it was the same not so great ship dies sound when fired on a sun, Third, the actual destruction of the sun didn't look spectacular at all and Fourth (and final) there was no cinematic of a solar system being blown away. I was kind of hoping for a Star Wars Imperial Death Star kind of feel cinematic with a big mother of a space station firing the mother of all weapons and then a truly spectacular explosion. Sigh.

Does blowing up star systems with Billions upon Billions of people have any effect on your morality and/or dimplomatic relations? Quite obviously the owner of the erased system won't like you very much, but what about the rest of the galaxy? Anybody know?
Oh! And it would be cool if there where some sort of graphic to represent a destroyed star system that we can click and get a little blurb about what happened and when by whom, kind of like the planetary description under details on the colony screen.
"In the year of our Lord 2312 the Drengin Empire Terror Star "Conquerer" unleashed hells own fury on the star system of Andersona, at the time belonging to the Arcean Empire, causing the star to go Nova and consume the systems three inhabited planets and all 87 Billion people living there in fiery nuclear flame. The galaxy will forever live in fear as long as the Drengin Empire has this horrendous weapon at it's disposal!"

I made that as a suggestion in another thread that using a TS ought to give you some negative consequence, such as alignment switch, people stop trading with you, empire relations falter, etc.

I used a terror star on a tiny map, and to win i destroyed all the other planets. it was kind of fun but way to easy cuz it had all the military and defense bonuses and three or four rangers to guard it.
