I noticed that at the end of every game the ai had a tax rate of 39% so now i do that. However, anytime i try to invade their planets, they have at least 9 billion while on my planets i have 2 or 3 billion, i even tried with the populists and researched as much pop tech as i could, i picked pop bonuses at the beginning and yet the computer still has two or three times my pop.

Check how much pop the AI puts on their col ships. IIRC it is minimal, because they are optimised to keep almost all population on high-PQ planets where growth rates will be the highest. You can use transports and col ships to move your own population around.

yeah i know but i don't have enough pop to move around in the first place.

What's your morale bonus % compared to the AI's?

(you can find this on the Stats pages if you have enough espionage)

the planet morale or is there some sort of specie morale rating?

The species rating. Yours is under Stats on the Domestic policy page, and the AI's is under Stats on the Foreign Policy page *if* you have Medium-level or better espionage.

Higher numbers makes for a higher max population per planet for a given level of taxes.
