uncolonizable stars/planets

In a sector I control, there's a white star, Aquilae, just begging to be colonized. The display indicates
Population: 0 million
Influence: 1
I send a colony ship but can't enter the planetary system. I send a transport but can't enter.
Aquilae appears not to be occupied by any other player nor does there appear to be another player's spacecraft in orbit.
What gives?

That would be a neat enhancement! The ability, once you've researched Artificial Satellites, etc., to be able to create a low level planet in a system that is devoid of them!

Well I can see planetary creation at the cost of a star but like they said to actually make a star or galaxy would take up way too many resources.

Perhaps a separate advancement past artificial satellites other than Terror Stars - "Colonization Bases" or some such. Starbases with lots of extra modules required, same as TS's, and an even higher at-completion monetary cost. You can (eventually) move these over any star, and the effect is to deconstruct the starbase and create a low-level (possibly class 12 or 13) habitable planet with colony orbiting that star. Something that could just barely be enhanced to livability with the right improvements. The cost would have to be prohibitive, but it would make for some very interesting peaceful-conquest scenarios, especially in "rare" games.

JoB's "Terraforming" mod addresses this point excatly. It adds a tech and social improvement which allows even (iirc) PQ8 planets to be raised to productivity (PQ15+).

However, because of the AI's not being programmed to take advantage of it, it could be considered an "unbalancing" mod. Basically, in addition to the PQ+3/+7 pick choice & The Terraformer, the player now has another route to gain and improve his base PQ bonus.
