I think planets turn purplish at PQ26.
I'm not sure if there is a cap to PQ. The highest people got to using cheese is 100+.
Generally if you play normally, its possible to get to the 30s and 40s. Higher if you get precursor events.

I've gotten into the high 60s without cheese. I got a large PQ bonus on colonization (almost 50%), then a Precursor event later on changed the base class of the planet to 35. Apparently the 50% colonization bonus got reapplied to base 35, so my new class was in the 50s before improvements. Tack on habitat, soil, terraforming, and the Terraformer and you've got a really really nice planet.
The cheese tactic to get a really high PQ, which I've never used but which I've read about, is to build an enormous horde of colony ships, each with about 10 million people, and send them to the planet. Colonize, hoping for a worm/precursor artifact find, and pick the PQ bonus if you get it. Then destroy the colony. Recolonize, again picking a PQ bonus if you get it. The bonuses are cumulative--five +40% events yields a +200% PQ improvement. Repeat until you've got a satisfactory PQ.

in terms of the "cheese tactic" are you saying that you colonize and then just add 10 million at a time? I thought you only got PQ events the first time you colonize and after that you're simply adding to the current colony. Or are you saying to colonize w/ 10 million, remove them and then repeat as needed?

I believe the cheese strategy requires you to destroy the colony in between 'plantings'. The bonuses will stack.

I don't get why you would need 10 million. Wouldn't you just as easily get the event with 1 (million)?
I once had a planet in the 90's, but that was with some mods from the Library. I have since removed them and play with minimal mods to insure a "balanced" game. Of course, with the high PQ mods, you run into the chance of getting an Anomalous score - and nobody wants that.

Hmm, cheese or not, good way to make those sub 15 pq planets into powerhouses. Could be very useful in mid to late game to do this on some planets within the AI areas to help with influence. I'll have to see.

As per vinicible. Also in 1.05 if you destroy colonies at any time get ready for a crash to desktop (CTD). CTD may not happen all the time but colony destroying is high risk for CTD in 1.05 and may create an unstable save game file. Unfortunately, I know this from experience when I use the low PQ planets as range extenders for colonization, then destroy the colony. Often I get a CTD so I have to save the game and then get lucky.
