i have a problem:i can't out-research the strongest AI in every game.they allways are in front of me even if i keep my spending at 100% and research at 100%.in my actual game, the drengins seem to research 4-5 techs per turn.is AI cheating?

Depends what you mean by cheating, on the highest difficulty settings the AI does get a research bonus. But I never think of these bonuses as cheating. I'm also not sure if you are on a difficulty they get a bonus.

The AIs will trade techs aggressively with each other in the early game. They could be extorting them too (can't confirm this). If you really want to be convinved regarding this, open up debug.err in your galciv directory and take a look.

thanks but is not in the early game and it's just me and him.i traded for all his techs and after 5-6 turns he has another 10 techs that i don't have

They couldn't get 10 techs in 5-6 turns, without trading you can't get more than one tech a turn. Are you sure there are no more Minor races left?

Actually, you can get more than one tech in one turn without trading. If you get the "+25% to current tech" anomaly, if the boost is enough to complete the tech, you can go to the research screen and choose a new research project. If your research spending is enough to complete that tech, you will get BOTH techs next turn.

This is very rare and isn't what's happening in the above scenario.

I've had that happen to me once, but I did not understand what happened. Thanks fsk.
