I know it's important that the AI act like another player, so this may need to be checked into. The AI can demand money from me when I have none, yet I cannot do the same to them if the situation is reversed (at least I have tried and not figured out how). If it is possible for me to get money from broke, weaker races, let me know - otherwise this might need tweaking. I play on v1.05 though I am looking forward to the expansion.

my 2 cents . . .
I can purchase a 2000BC lease when I have 1 BC, but not when I have -1BC. I can offer a diplomatic deal to the extent of my current reserves for up to 50 months, even if I am running a deficit. I cannot offer a deal if my reserves are negative, even if I have a huge monthly surplus. harumph. I don't mind the rules, but the logic escapes me.

Frogboy explained in the past that this is because human players are better able to deal with treasury deficits than the computer players.
